HEAP Season Starts November 12, 2019

The 2019-20 Home Energy Assistance Program (HEAP) season will open on November 12 with a streamlined application process.

The program begins on a Tuesday because all Niagara County offices are closed on Monday, which is Veterans’ Day.

Program officials have pointed out that applications have already been sent to qualified individuals that received HEAP last year and meet the early outreach criteria. 

Senior citizens can obtain help with their applications through the Dale Association Senior/Family Center in Lockport, the Carousel Senior Center in North Tonawanda, and the Duke Senior Center in Niagara Falls where Office for the Aging staff will be available to assist with application completion, filing on-line and are authorized to accept applications on behalf of our Alternate Certifier—Office For the Aging .

The Office for the Aging at 111 Main Street, Lockport also has a friendly staff to assist with early outreach applications too.  The office is open Monday- Friday, 9:00 a.m.- 4: p.m. and can be reached at 438-4016.

Officials emphasized that HEAP applications cannot be requested, mailed out or picked up prior to November 12, 2019, for anyone who has not already been notified that they qualified for early outreach.  All other applicants for HEAP can begin filing their applications on November 12th on-line at, by mail or in person at the Niagara County Department of Social Services offices at 301-10th Street, Niagara Falls or 20 East Avenue, Lockport.

HEAP funding for 2019-20 furnace repair or replacement is available as of November 4, 2019.
