County Seeking I.T. Project Manager

Administrator will Design, Manage Computer, Software Systems

LOCKPORT—Niagara County’s Information Technology Department is seeking a project manager who will be responsible for wide-ranging long-term IT solutions in the county, county officials announced.

IT Director Larry Helwig termed the position “critical to the county’s success in terms of technology and computing needs” as he released the specs for the job, which the county began advertising two weeks ago. A civil service exam for the post is set for Dec. 6.

Qualified individuals have until Oct. 1 to apply for the posting, which is set to pay between $63,917 and $82,421 per year. Those meeting eligibility requirements will be able to take the Dec. 6 written exam.

Niagara County Legislator Tony Nemi, I-Lockport, who chairs the Legislature’s Administration Committee, said he hopes the county receives plenty of applications for the position.

“The importance of computers and technology in running a government and providing the services our residents need and expect grows every year,” Nemi said.  “We need the best people, with the right training—but also independent thinkers who can find solutions that are cost-effective, and that will work long-term.”

Nemi noted that many important county posts are advertised on the county’s website,, but that he was pleased that Helwig was aggressively seeking exam candidates.

“We want the best people to take long-term positions with us, to bring fresh ideas, and to think outside the box,” Nemi said.  “County government constantly has to upgrade technology, upgrade software, and offer solutions that work for our taxpayers and for our county workers.  This post needs the kind of person who is committed to getting results, and who can oversee a project from start to finish.”

According to the job posting, the position is “responsible for the development, coordination, implementation and administration of information technology projects or enhancements of an existing system” including “designing project plans which identify needs and define major tasks and milestones based on scope, resources, budget and personnel; determining project needs and acquires resources required for the success of the project; coordinating the development of new systems and/or application projects, the modification of existing systems or applications, or changes in current methods or techniques; and coordinating project performance with the other work of the affected department.”

Reporting directly to the IT director, the post includes supervisory responsibilities and analytical roles, as well as understanding of pricing and developing cost estimates. The post also includes long-term user support requirements.

“This is a senior member of the IT team, responsible for design, for implementation, and for long-term operation of any number of technology solutions,” Helwig said.  “But we also need someone who understands how to get results from a team of co-workers.”

Qualified individuals must have a bachelor’s degree in computer science, computer technology, data processing, information technology, management information systems, information resource management, computer programming, or a related field, and have two years full-time paid experience in the installation of microcomputer hardware and software, and the configuration of local and wide area networks, or an associate’s degree in an appropriate computing field and four years of experience.
