Niagara County Clerk Reminds Pistol Permit Seekers that Application Rules Change on August 31, Current Forms Cannot be Accepted after that Date 


Niagara County Clerk Joseph A. Jastrzemski today reminded those who are planning to submit an application for a pistol permit that they must submit their paperwork by August 31 or they will have to start the process over when new state legislation takes effect September 1. 

“There are a lot of unanswered questions and significant concerns about this state legislation but the one thing we know for sure is that the current applications cannot be accepted after August 31,” said Jastrzemski.  “So, if you started your application and it’s laying at home on your desk, I highly recommend you complete it and get it submitted right away or you run the risk of having to start over.” 

Jastrzemski said not only will there be a new application formulated by the state police on September 1, but the entire permit process is going to be more complicated with a whole new level of bureaucratic involvement and additional requirements. 

“We will continue to distribute the current applications right through this month, so if you have been thinking about applying, you may want to get an application from our office, and, again, complete and submit it by the end of the month,” said Jastrzemski.  “All applications in the system by August 31 will follow the current permit process.”

  1. We are open to the public for walk in service.
  2. You must be 21 years of age and be a resident of Niagara County. You are not required to own a handgun at the time of application.
  3. You may download a pistol permit application or request one by mail. Please send a 9x12 self-addressed stamped envelope to:

  4. Upon careful completion of the application, pistol permit applications must be submitted in-person at the Pistol Permit Office. A $10.00 application fee must be paid at this time. Check, cash, money order, MasterCard, Discover, or Visa. Payable to the Niagara County Clerk.
  5. Several background checks will be completed by the NYSP and FBI. Applicants will also be interviewed by their local law enforcement agency. After all necessary steps have been completed, the application will be submitted to the Licensing Officer.
  6. If approved, the applicant will receive notification to appear in person to begin completing the process.
  7. If you prefer to mail-in a completed Amendment form (see instructions below), the drop off boxes are still available for your convenience at all of the Niagara County DMV Offices.
