Under this program, all Medicaid recipients must choose a health care plan from three insurance companies. This has avoided duplication of services and overuse of costly items such as emergency room visits. By emphasizing preventive care and responsible decision-making, the program has resulted quality care for the client and cost savings for the taxpayers.
