Weatherization Assistance (WRAP)
The Weatherization Referral And Packaging program is a program to help low income elderly maintain their home, improve their health, safety, comfort, and to continue to live independently for a longer period of time.
- Are you as warm as you should be in the winter?
- Is your furnace working as efficiently as it should?
- Is your house insulated?
- Is your house safe to live in?
- Are you struggling to pay utility bills?
We hope to decrease energy consumption through the repair of faulty furnaces and leaking roofs, and through installation of insulation, energy efficient windows, and weather stripping. We will also make arrangements to address other causes of high utility costs and poor heating. By reducing utility bills money will be available for other necessities such as food, clothing, and medical care.
Who is eligible?
You can receive help from the WRAP program if you are 60 years old and eligible for the Home Energy Assistance Program and taxes are current. If you have not applied for HEAP your eligibility will be determined by WRAP staff.
A very limited amount of funds for improvements and repairs is available from the WRAP program. WRAP staff can help you look at your budget and explore options for obtaining funds from other sources. WRAP can help you find reputable contractors and get estimates for work to be done.
We will come to your home to do an assessment of your weatherization needs, and inspect your home for health and safety problems. We will assist you in determining what will make your home safer to live in. Safety improvements might include grab bars for your bathroom, smoke and fire detectors, replacement locks, improved lighting, plumbing, and wiring.

WRAP has been is Niagara County since 1994. It’s purpose is to provide a link between our clients and any energy related services. Funding is derived from a mandated set-aside of HEAP monies for weatherization.
