2011 HEAP Season Opens Nov. 16

HEAP will begin accepting applications for regular benefits on Wednesday, November 16, for the 2011-12 heating season. Applications for emergency benefits will begin being accepted January 3, 2012.

The maximum regular benefit an eligible household can receive is $500 for homes that heat with oil, kerosene or propane, and $300 for all others. Last winter, more than 1.4 million households in New York State, including 11,500 households in Niagara County, received HEAP benefits.

To apply for HEAP, contact your local Department of Social Services at the numbers on this page or the Office for the Aging (716) 438-4020. For more information on HEAP, visit otda.ny.gov/programs/heap. Anyone can check if they may be eligible for HEAP, and an array of other programs, by answering a few, simple questions online at myBenefits.ny.gov.

Do I qualify?

This money is allocated for all low income, eligible households.  Here is a quick check to see if you qualify.

HEAP is a seasonal program that runs through the heating season.

HEAP is a one-time grant that is paid in two forms, basic and emergency.  Basic is paid to all income eligible households that meet the criteria under the Income Guidelines for HEAP.  Emergency is paid to all income eligible households that also meet the criteria on the Income Guidelines for HEAP and have a shut off notice or low fuel.  However, the household would have to present proof that there are very little resources to pay any late bill to their vendor.  All HEAP monies are paid directly to the vendor at which time the account would be credited.

Call your local HEAP office to schedule an appointment to see if you qualify.  Basic information required, but is not limited to:  last four weeks proof of income, ID for all in the household, a current rent receipt or proof of ownership, your utility bill, and someone to represent the household at the required interview.  Other information may be required.  This will be covered upon your call to set up an appointment.  Income Guidelines for HEAP
